PEI’s Public Agency Contract Documents for pavement rehabilitation projects range from routine maintenance to major reconstruction. These projects often are dynamic processes because they may be affected by city and county departments and utilities. Flexibility in approach and methods as the project develops is essential and is part of Pavement Engineering’s interactive process to ensure projects come off “without a hitch.”

The design process for rehabilitation projects also includes evaluating project drainage and appurtenant facilities for physical condition and function. PEI’s work includes evaluating trip/fall hazards, drainage impairment, tree root problems, handicap access, and transitions to existing facilities.

Because technical specifications affect the quality, cost and a contractor’s ability to construct of a project, we address not only the quality of the materials and workmanship, but scheduling, traffic control, unfavorable soil conditions, and other special circumstances. Innovations on past projects by our staff include scheduling work at night to allow for full road or intersection closures. These scheduling conditions can enhance the quality of construction, reduce cost and minimize traffic impact to citizens.

For projects with marginal soil conditions, we incorporate proven methods to mitigate these conditions. PEI's technical specifications and estimated quantities allow construction personnel to correct difficult areas without processing numerous change orders. The net result is a project with final costs very close to or below the original contract costs and long-lasting, economical pavement projects.
